BERKELEY COUNTY
Berkeley County is the middle county of the 3 counties of the Eastern Panhandle. There are quite a few homes listed as having no HOA. The further west you head — west of I81 — the more rural it becomes and the more homes with acreage you find and also more property listed as having NO HOA. Outside the City of Martinsburg, most of Berkeley County does not have zoning.
JEFFERSON COUNTY
Jefferson County is the county furthest to the east and closest to the MD/DC Metro area. Jefferson County does have some properties listed as having no HOA. There are zoning laws in Jefferson so even though a property is listed as having No HOA, what you can do on your property is limited to the zoning allowances.
MORGAN COUNTY
Morgan County is the furthest west county – the furthest from the DC metro area and the most rural. There will probably be more choices for finding property with No HOA.
